The fifth ACP-EU training course on fisheries and biodiversity management was held from 23 August to 3 September 1999 at the Project’s regional node for East and Central Africa, the National Museums of Kenya (NMK) in Nairobi, Kenya. It was organized in close collaboration with Dr. R. Aman, Director, Research and Scientific Affair, NMK.

The course was attended by 30 participants and 7 observers from ten countries in Eastern and Central Africa.

Out of the 30 participants, 20 were funded by the Project, 6 were funded by the following organizations: Lake Victoria Fisheries Organisation, Lake Victoria Fisheries Research Project (EC), Nigerian-German (GTZ) Kainji Lake Fisheries Promotion Projekt. Four participants (from Nairobi) attended without any special funding. Among the participants were also the regional co-ordinator for austral Africa and the newly hired regional co-ordinator for East and Central Africa, Mr. Ali Daud Mohamed.

The program of the course featured a review of the status of the world fisheries and existing approaches to their management, given by Dr. D. Pauly. He also introduced participants to the basics of ecosystem modeling. Dr. M.L. Palomares demonstrated the newest feature whereby parameters needed for ecosystem modeling are directly extracted from FishBase.

Dr. R. Froese presented an overview over issues related to the assessment of the status of biodiversity, as well as giving a live demonstration of FishBase on the Internet. He teamed up with Dr. Palomares to familiarize participants with a new approach to quickly assess the status of a fishery given a set of representative length frequencies and biological parameters available from FishBase.

Regional aspects of biodiversity and its conservation were covered in respect to Aquatic Protected Areas (Mr. Boris Fabres) and the diversity of freshwater fish fauna in Eastern/Central Africa (Dr. Guy Teugels).

A highlight and a "first" for this course was a special session dealing with game theory (Dr. R. Sumaila) and role play in fisheries management. For the latter, the Dutch consulting firm Resource Analysis was invited to present "FishMan" a computer-assisted role play for eight typical user groups having an interest in the exploitation of aquatic resources. A full day long participants simulated resource exploitation and management on-screen, assuming one of the eight pre-defined roles and learned about conflict management through communication (conferences, bi-lateral agreements).

In the final course evaluation, participants expressed their great satisfaction with the organization, contents, and presentation of the course and showed much interest in national follow-ups to this course.
